Bruce, Looks good. I presume you are looking for comments before this goes out to a wider audience. My 2 cents - page 7 top of - three key aspects - seems to miss the mark. Point 1) and 2) seem to be saying the same thing - and in any case this appears to be the wrong take away - and does not flow into the next section that starts out "Layers". The PPT posted last week hits the right 3 take aways here IMHO - see slide #9. Otherwise - not had time to review in real depth - but rest looks to hold together. Do we need a table of contents - since the paper is more than 7 pages long?
