[bpel4people] NEW ISSUE: Title: Discrepancy between spec and schema regarding LPG attribute

TARGET: HT and B4P, Section 3.2.1 Using Logical People Groups

DESCRIPTION: Both the ht:from and bpel:from have a logicalPeopleGroup
attribute (b4p:logicalPeopleGroup in the latter). In the specification
examples and pseudo schema this attribute is an NCName but the schema files
have this attribute as a Qname. It seems like the value should be a Qname.
If it's an NCName then there is the possibility of conflicts if two imported
humanInteraction documents define the same logicalPeopleGroup name.

PROPOSAL: Change the examples in the spec from NCName to Qname for
logicalPeopleGroup attribute. Exact line numbers to be provided as part of
the formal proposal.
