TARGET: HT, Section 6.2 Xpath Extension Functions

DESCRIPTION: There is no custom function for getting the id of a task. I
seem to recall there being function to do this in a previous version of the
spec. There's a reference made to this function in one of the samples on
line 1466. It seems like a valuable function to have and should be defined
along with the other custom functions.

PROPOSAL: Add a definition for the function to Section 6.2. Formal proposal
to follow if issue is opened.
