NEW ISSUE: Precedence of spec vs schema files

DESCRIPTION: Both specifications contain fragments of schemas and pseudo schemas through the text of the documents, in addition to
schemas (and wsdls) in external files. Both specifications must state what is the order of precedence if there is are any
discrepancy between the documents and the external files.


PROPOSAL: Add the following text to each document: "Throughout this specification, [WSDL and] schema elements may be used for
illustrative or convenience purposes. However, in a situation where those elements within this document differ from the separate
[B4P/HT] [WSDL or] schema files, it is those files that have precedence and not this document.
