Description:
When we publish to docs.oasis-open.org (required as part of public
review) we need to provide a RDDL document. A RDDL document contains
meta-data about the
specifications, and our namespace URLs need to point to such a documents.
An example is WS-BPEL 2.0:

Proposal:
Using the template at http://docs.oasis-open.org/templates/rddl.html
,edit specific versions for our specs. It is not clear to me whether we
need to have one rddl per
spec, so this is up for discussion/clarification.
