BTP Issue 75 : Ensure that all the participants of a BT are enrolled.

Detail: (How) Does a Composer or Coordinator know that all the participants in a particular transaction enrolled? By explicit enrolling a coordinator or composer only knows those participants that are enrolled, but does not know whether all services that are in transaction enrolled their respective participants. A service may be received request from an initiator in a BT but for some reasons its participant may not be able to enroll with composer/coordinator.
