Jim, I was working on a longer reply, and realised we may have a terminological crossed-wire, which needs straightening out. When you say "URI" do you really mean URI in the strict sense, or only URL - or even just http URL ? URI is the super-set of URNs and URLs. URNs are names, which identify but do not locate (e.g. the urn for teh BTP xml namespace). URLs always locate, but by reference to particular protocols (so mailto:peter.furniss@choreology.com , tip:vivaldi.inria.fr/ssdjfk/ksd?xyzzy.678 and http://www.oasis-open.org/committees/business-transactions/issues.html#Issue 99 are urls ) (Actually there are some non-locating URL schemes, but I'm not sure if any have been officially registered) The proposed solution to 78 really does mean URI - and would expect URNs to be quite common or even preferred. Once I'm sure we're using the same terms for the same set of things, I've more to say.
