[business-transaction] Resigning

Dear Collegues:

after a stormy last month I decided to resign from the chair position. I
truly enjoyed working with this group, but the tone of the discussion in the
past few weeks about my simplification proposal arguably left some scars.

I will stay as a normal (voting) member of the TC. Also, BEA will propose a
replacement for me shortly.
