[business-transaction] chair elections

Pal has asked me to conduct an election for a new chair. This will be
done at the TC meeting on Thursday November 1st. (Mark Hale has sent out
the call-in info - please see

The first agenda item for the meeting will be the election, after which
I will turn over the rest of the meeting to the newly elected chair.

Only full, voting members of the TC are eligible to vote; Peter has
forwarded to the mail list a list of the members. The meeting must have
a quorum of members for the election to take place.

Any voting member of the TC is eligible to be elected chair. If you
would like to nominate someone (including yourself, as Bill Pope has
just done) before the meeting, please do so on this list. Other
nominations can be made at the meeting. If you are nominated you will
need to confirm your willingness and ability to serve. If you have any
