[business-transaction] Face to Face meeting

I wanted to make the TC aware that based on those confirming for the 
December face to face the meeting will not be quorate.  While this
isn't desireable we can address this by having a scheduled phone call
or calls during the meeting.  Any votes and official business to take
place during the call or calls.
