based on the discussion at 4/17 teleconference, there are use cases for having platformComponentCapabilty resources, which can be used to find PlatformTemplates in various implementation specific manners.

While there seems to be less desire for ApplicationComponentCapabilties, they can remain in the spec as an optional feature.

Since the PlatformCoponentCapabilities are owned by the Platform owning the associated PlatformComponentTemplates, it seems appropriate to have the applicationComponentCapabilities owned and liked to by the AssemblyTemplate which owns the associated applicationComponentTemplates.

So I recommend resolving this issue by adding the following optional attribute to AssemblyTemplate resource type:

5.8.2  applicationComponentCapabilities
Type: Link[]
Required: false
Mutable: true
Consumer-mutable: false
This attribute is an array of Links to the ApplicationComponentCapability resources that are accessible to the user.
