Concrete proposal:

•	Adds sub-section to Resources saying that, in general, all resources must support GET, PUT, and PATCH

•	Adds text around things like POST and DELETE for the resources that were already defined to support those operations (e.g. AssemblyTemplate, Assembly, etc.)

•	Anything which can be created, whether directly or indirectly, by some action of a Consumer shall support DELETE. This includes: ApplicationComponentTemplate, ApplicationComponentRequirement, ApplicationComponentCapability, PlatformComponentRequirement, ApplicationComponent, and PlatformComponent
