Do you need a PDP to woek with CAMP?

This is another question about how folks are reading the spec.

One reading is that to use CAMP you develop the app elsewhere,
package it us as a PDP, upload the PDP, register, unpack and run.

But what if you develop on the platform itself.  No need for a PDP
then, right?  Just put the components into a bucket and run.

Or the PDP merely consists of instructions as to where the application
components can be found (GitHub?) and how to build the app.

Need some usage scenarios here.
