        This proposal has an initial rework of clause 2 model to reflect the refactoring from the F2F discussions.

I made the Plan resource a full CampResource (with the common attributes) and also added a plan String attribute to hold the JSON serializaton for the plan.

Description
This proposal has an initial cut at a rework of Clause 2 model to reflect
the Refactoring discussed at the F2F on 10/14/2013.

I made the Plan resource a full CampResource (with the common attributes)
and also added a plan String attribute to hold the JSON serializaton for
the plan.

The capabilities and requirements sub section needs to be rewritten to show
the implementation specific private relationships between Plan, Service,
and Component.
