Since CAMP-145's resolution, a Plan is now a resource, which has references to artifacts. Artifacts can be reused. Create additional plans that reference the same artifacts. Plans can be updated because they are resources. The artifact repository is currently beyond the scope of CAMP. The artifact repository may or may not allow updating.
