      Jacques: there is no proposal for special name-value pairs here; so there will probably be profiles for key-values
      Gil: characteristics are an open ended way of describing the service. The only thing required is the type.
      ... the type-value then tells you what else can occur. This is a framework.

       do another PR of both specs when the TA spec catches up with the main spec
      martin: once 174 is merged we'll have WD46 of the main spec
