Based on the telcon on 2015-09-30 (https://www.oasis-open.org/committees/document.php?document_id=56693&wg_abbrev=camp) the preferred option is:
  The platform determines whether or not the consumer mutable flag is set. The spec will not mandate a particular value. Platform MUST provide a value for the mutability metadata. This would allow clients to dynamically query the metadata and figure out if they can update the value.
