That's a good question (regardless of this 'grgroup' discussion)...
Should the WebCGM DOM allow users to click on 'layer's?  WebCGM 1.0
did not allow 'layer's to have hyperlinks and therefore could not be
clicked upon.  Worded differently, the question becomes; can a 'layer'
be the target of a mouse event?

I say NO since we don't allow event listeners to be added to layers,
only at the picture level.  Additionally, since 'layer's cannot have a
hyperlink, there's no reason why you would want a 'layer' as an
event target.

Comments?

Regardless of what we decide, I think I should add in a sentence or
two about 'layer's in the Event interface section.
