I also agree (w/ you and Benoit) that #2 makes the most sense.
Assuming that no one objects and instead wants option #1, the text should
fixed in 3.1.1.2, right? Here is the current text:
- xcfurl ::= (char)+
- See next section for a definition of the "char"
production.
This is actually incorrect, regardless of the present issue, unless we
add a 5th bullet to #3 in 3.1.1.3 with some restrictions on
(char)+. Such a 5th bullet would say something like: "In
the case of 'xcfurl', the character repertoire (and string construction)
shall follow the same rules as the first parameter (the URL) of the
'linkuri' APS Attribute, 3.2.2.3." [Ignoring for the moment
that we still have an open issue about changing URI to IRI.]
Then, to implement the resolution of the current issue, we would add the
rule that relative URLs for 'xcfurl' are resolved relative to the URL of
the CGM (i.e., relative to the URL in which the xcfterm fragment is
contained.)

(relative to cgm file)
Suggestion: 2.
Reason:
a relative URL inside the CGM in a linkURI would be considered relative to
the CGM file as well.
no strong preference, but it needs to be resolved.
