RE: [cgmo-webcgm] how to add Style Properties to XCF?

TC response was unanimous for Alt.1.  So I have implemented it in Ch.4 XCF 
of the Editors draft.  Here are the content rules.  If anyone disagrees, 
please speak up.

SP are NOT allowed on:  linkuri element

SP are allowed on:  layer, grobject, para, subpara, bindById, bindByName 
elements

SP are allowed on:  webcgm element (it corresponds to Picture, and 
WebCGMPicture interface supports setStyleProperty).
