Issue:  should 2.1 have a createWebCGMRect method?

Description:  In writing his first tests that use the new 2.1 WebCGMRect 
object, Benoit found that a convenience method createWebCGMRect() would be 
handy for producing smaller, cleaner code.  If the TC agrees, then someone 
who is also a WG member could present the proposal to the WG (for possible 
integration by the WG even before the anticipated September start of Last 
Call review).

Recommendation:  Yes.

Discussion:  Does anyone see any significant negatives to the proposal?
