Was there rampant abuse by TC's of -comment lists or just an isolated case
or two?  From the SSTC perspective, I'm not extremely concerned about the
change.  I do worry a bit about not being able to ask follow-up questions
without engaging in private email exchanges that should probably be kept
public. But the SAML -comment list receives very little traffic, and we
would just deal with it as necessary. When it has been used in SSTC, there
have been occasional follow-up mail messages to the list to clarify, etc.

SSTC also has a separate list called saml-dev that has the same openness
rules as the public -comment list; i.e. the public can post after
subscribing. SAML implementers use this list for occasional discussion of
implementation questions and there is frequently considerable follow-up and
clarification.  This keeps our -comment list reserved for just public
comments on the specs.  This works quite well for us.

But if a lot of the TC's wish to keep some amount of interactivity on their
-comment list, then why make this change.  If isolated cases of abuse turn
up, then why not just address it with the offending TC?

As others asked, what other motivations are there for making this change?
