Duane,

I'd only add to this - 

o Protect our own members and limit their exposure to Spam

o Enable possible interdiction by the proper authorities seeking
   legal redress against spammers.

The later point would be a nice standard to establish.  Spammers
would think twice about harvesting standards organization sites
if they thought somewhere in there might be the means of them
being prosecuted.   Jamie may be able to help with some 
legalize on the site to add teeth to this.
