As a member of the Process SubCommittee, which for the last 2 months 
has been discussing and trying to come up with a better algorithm which 
balances the needs and complicated trade-offs across the organization, 
chairs, simplicity, IPR accountability, enforceability, etc., I must be 
living in a different reality.

I'm under the impression that we are actually pretty close to proposing 
a change in the attendance rules, that I hope will strike a reasonable 
balance.
