For TCs that decide to use IRC (I encourage you to try it), you might
want to point your secretaries to Scribe.perl[1]. Scribe.perl generates
reasonable HTML minutes from an IRC log. See, for example,
http://www.w3.org/2001/tag/2005/09/13-minutes.html
