I have recently worked in a regulated environment in which comments were signed off on by lawyers who delivered PDFs with signatures and copies to the regulatory agency…

+1 on Peter's suggestion. It seems to be the ideal solution and address the various issues discussed and can be automated to enter comments from a comments for directly into the TC JIRA.

If anything needs changing it is the label "comments list" to "comment repository" or some such.
Unfortunately, the tool we have (lists) has become our hammer, so every problem becomes a nail.
We don't need a comments *list* (with the overhead to subscribe,etc) but a comment facility - such as a web form with a check box "I understand that my comment is subject to OASIS IP rules, etc...."
