Minutes of the OASIS CIQ TC Meeting
Date: 10 December 2003
Time: 10:00am
Venue: Pennsylvania Convention Centre, Philadelphia

Attendees:

Ram Kumar, cHAIR, OASIS CIQ TC, Australia
David Webber, OASIS CAM TC Chair and CIQ TC member, USA
Mark Meadows, Microsoft Corporation, CIQ TC Member, USA
Joe Lubenow, CIQ TC Member, USA
Martin Roberts, BT, OASIS CAM TC Member, UK
John Glaubitz, Vertex Inc, CIQ TC and TaxML TC Member

Apologies: Rob Beauchamp, Journee Software, USA

Ram discussed in detail where things have been with the OASIS CIQ TC
in terms of implementation of the specifications around the world and
how difficult in has been to track the use of the specifications. Recent
uses of the specifications include UBL, UK Army serving in Iraq, VISA International,
etc. Ram also mentioned that the feedback about CIQ specifications have been pretty
positive and al this stage there is no requirement to change the specifications
as it is being stable for the past 1.5 years. The attendees agreed with this
unanimously. Ram said that however, he is collecting the requirements for the
next version of the specifications. Ram gave the following suggestions on what
he is thinking about taking CIQ specification to the next stage:
- Use NDR of UBL to re-define the CIQ specifications
- Define an xNAL lite version for simple use of name and address stuctures
- Define an xNAL enterprise for complex use of name and address structures
- Define xNAL APIs.

Ram then asked the attendees what they felt should be done next with the
CIQ specifications. Ram also mentioned that UBL has only partially implemented
the specifications which was disappointing.

David Webber then showed an example of why UBL address is not truly international
and why they will run into problems due to this in the future. However, Martin
said that UBL allows anyone to incopororate any address structure as a core component
provided that core component follows the NDR of UBL.

John Glaubitz told that he will promote CIQ strongly with the Tax XML TC to adopt it
as the specification for name and address as Global name and address structures are
extremely important for specifications like Tax.

Martin suggested that the xNAL specifications should be submitted as a draft to ISO
for consideration as an ISO standard. Everyone agreed with the idea. Ram volunteered
to follow this up with Karl Best of OASIS to see what process is required to do this.
Martin also suggested that a data dictionary for CIQ should be created that will enable
users to see different terms being used and understand them better.

Joe Lubenow was keen that Ram and he should write a joint paper on address elements
and Ram agreed to it.

Ram advised the committee that he will start the process of gathering some requirements for
the next version of CIQ and will be working closely with Max Voskob on this.

David Webber then explained how CAM can be used as a template to customise CIQ
specification for different applications. David and Martin then spent some time
explaining how CAM works.

Following were the action items:

- Ram to follow up with Karl Best regarding taking CIQ specifications to ISO
- David Webber to send a simple example of processing addresses with CAM
- Martin and David to send a template of data dictionary for use by CIQ
- Ram and Joe to write a white paper on Address elements.

The meeting was ajourned at 1:00pm.
