CIQ TC,

Max has released a draft version of CIQ V3.0 schemas namely,
xNL
xAL
xCIL, and
xCRL

for your review and comments. I worked closely with Max on getting
these schemas completed. These schemas are simple, elegant and
importantly, easy to implement compared to V2.0. We are also testing
these schemas on a data exchange system project between two large
govt. agencies here. We are also working on the documentation
(includes UML model of the schemas).
