CIQ v3.0 for Committee Specifications vote

Hi Mary,

CIQ TC has approved moving forward with setting up a formal TC ballot 
for voting on
v3.0 of CIQ as committee specification. The ballot details are below:

There were only minimal changes based on public review comments and 
therefore,
it was decided not to go for 15 days public review again.

I will send you the final package of the specifications sometime tomorrow.
