ValidFrom and ValidTo fields are "Data Quality Fields". These dates help to capture the quality of the data recorded and its validity period. These fields are grouped under "Data Quality" group attribute defined under "CommonTypes.xsd".

There's probably a logical answer - but why is there both

and

 

ValidFrom="%YYYY-MM-DD'T'HH:MI:SS.SZ%"
ValidTo="%YYYY-MM-DD'T'HH:MI:SS.SZ%"

as this looks a little duplicative?
