Groups - CMIS Browser Binding Proposal - v0.1 (cmis-spec-v0.1-browserbinding.doc) uploaded

I wanted to us get started on the proposal so I put together this skeleton,
with a few details added on the approach.  I would like to get agreement on
the outline, and then the subcommittee can start to fill out more details. 
In the next iteration, I would like to add more details in particular about
update using post and multipart post, as well as query.
