Last week, I attended the UN/CEFACT Forum in Stockholm.  At that forum, I
met with two UN/CEFACT permanent groups to discuss their possible use of
genericode.  The groups were ATG2 (responsible for XML standards) and ICG
(responsible for repositories and publishing).

ATG2 is looking at genericode as a way to allow them to avoid embedding
externally-controlled enumerations in their Schemas.  ICG has decided to
trying encoding all of its code lists in genericode, with the aim of
having this done for the next quarterly forum, so that it can make a
decision on whether to publish in genericode.

One thing ICG asked for is a modification to genericode "code list sets",
so that a single code list set document can recursively contain multiple
code list sets.  ICG's requirement is to be able to publish details of
multiple sets of code lists within a single document.

I am proposing to make this change for the 2nd public review of
genericode, since it is backwards compatible.  I am posting this to the
CLRTC comments list so that anyone who wishes can comment on this
proposal.  Please post all replies to the comments list
