Hi Tony,

  I'm afraid you're confusing the XHTML authoring template with the requirement to produce an XHTML version of the
specification. The XHTML template was created for those TCs who actually use XHTML as their "editable source" rather
than Word or OpenOffice or DITA or DocBook or ...  Just like a PDF is created via export or distiller or a plugin of
some sort, XHTML should be created as well. Although it's usually HTML and then the editor will run it through Tidy or
send it to me and I do whatever cleanup is required.
