Hmm. Looking at the ballot itself, I see that you set it up so that everyone could vote. It must have included Observers under that setting since that is the only way, looking at your roster, than I can come up with the number 10. Having Observers vote would be a violation of the OASIS rules so I'd be surprised to see the system allow that. On the other hand, I also see that you listed it as an official ballot - so that may have blocked Observers from voting even thought the other setting was including them. Ugh. 

However, even if it had worked, the ballot would have been invalid (although I probably wouldn't have caught it). For a formal approval like this, only Voting Members are eligible to vote. Members who have not yet gained voting rights may not vote. According to your roster, that will be 5 people total - 3 Voting Members plus 2 Chairs. 

So what you should do now is run the ballot again. For 'who can vote' select Voting members only. And leave it set as an official ballot. That way, you are much more likely to pass (4 out of 5 would do it). 

It is common for TCs to have glitches on their first ballots. It always takes time to get familiar with the system.

There was a glitch. I said they could 'all' vote not just members in good standing to see if we could get everyone to vote, but the system wouldn't let them, probably due to non-attendance. What should I have done? What should I do?

I just picked up your request to publish COEL Specification Version 01. Inspecting the ballot, I find that it didn't pass. You have 10 eligible voters but only 4 voted yes. The other 6 did not vote. 

 

I will have to close this ticket. You can feel free to vote again as soon as you are ready.
