Decision on device registration and assignement

	1. Registration is only done once for a device. Registration can handle a single device  id or a batch (See IDA for syntax). It is a service provider operation. The device(s) are either Personal or IoT. The DE validates the input and then just remembers the ids, the device type and associated sp. 
	2. Assign consumer to device does not need the signature data from the IDA, but requries that the device has already been registered. Assign fails if the device is not known to DE or the operator and device are from different SP, or a personal device is already assigned. It is an operator call.
	3. Delete removes all consumers from a device. It is an SP call

Removing one consumer from a device is done by asking the SP to remove them all and then the operator adds those who should be associated. Operator needs to remember who is associated with what device..
