In summary, the proposal is to introduce the role of a Service Enabler (SE) which can provide the technical services used by several other roles (e.g. a Data Engine framework, a Service Provider platform, an Operator platform and some Apps) but itself only takes ONE of these roles in the ecosystem. Thus for example ACME Ltd could develop and host a data engine and also develop a set of SP tools and apps but could not host those tools/apps or operate them. 

IMHO this is not a new role but perhaps a 'MAY' in the other roles. For example a Data Engine provider MAY develop apps or service provider platforms for others in the ecosystem to use but it MUST NOT host or operate those other apps.....Something like that?
