Conformance TC

Friday's telcon will again focus on the Conformance Requirements document 
(http://lists.w3.org/Archives/Public/www-qa/2002Jan/0064.html).  In 
particular the following 2 issues have surfaced and are captured in an 
Issues List (see attached)

1.  SHALL will use all caps when using SHALL, SHOULD, etc
2. Conformance consequences of deprecated features/functions.
