Subject: [controlled-trade] OASIS TC Call For Participation: Controlled Trade TC


A new OASIS technical committee is being formed. The OASIS Controlled
Trade Markup Language Technical Committee has been proposed by John
Borras, U.K. Office of e-Envoy; Steven Saboe, U.S. Dept. of State; and
by the following Individual members of OASIS: Todd Harbour; Thomas
Fergus; and Glenn Golding.

The proposal for a new TC meets the requirements of the OASIS TC Process
(see http://oasis-open.org/committees/process.shtml), and is appended to
this message. The proposal, which includes a statement of purpose, list
of deliverables, and proposed schedule, will constitute the TC's
charter. The TC Process allows these items to be clarified (revised) by
the TC members; such clarifications (revisions), as well as submissions
of technology for consideration by the TC and the beginning of technical
discussions, may occur no sooner than the TC's first meeting.

To become a member of this new TC you must 1) be an employee of an OASIS
member organization or an Individual member of OASIS; 2) notify the TC
chair, Todd Harbour (toddh@fgm.com), of your intent to participate at
least 15 days prior to the first meeting; and 3) participate in the
first meeting on 21 June 2002. You should also subscribe to the TC's
discussion list. Note that membership in OASIS TCs is by individual, and
not by organization. You must be eligible for participation at the time
you time you notify the chair.

The private mail list controlled-trade@lists.oasis-open.org is for
committee discussions. TC members as well as any other interested OASIS
members should subscribe to the list by going to the mail list web page
at http://lists.oasis-open.org/ob/adm.pl, or by sending a message to
controlled-trade-request@lists.oasis-open.org with the word "subscribe"
as the body of the message. (Note that subscribing to the mail list does
not make you a member of the TC; to become a member you must contact the
TC chair as described in the preceeding paragraph.)

A public comment list controlled-trade-comment@lists.oasis-open.org will
be available for the public to make comments on the work of this TC; the
public may subscribe to this list by going to the mail list web page at

Controlled Trade Markup Language (CTML) Technical Committee (TC)

2. Statement of Purpose

The end of the Cold War opened new opportunities for international
trade, but it also created new challenges to managing transfers of
sensitive and strategic goods. The risk of unauthorized sales of
strategic items increased as traditional control systems broke down and
the number of governmental and private entities with possible access to
such items increased. Compounding matters, technological developments,
like the Internet, now permit industry to increase the speed and
efficiency of its electronic trading processes, requiring improved
government-industry cooperation at all levels. However, there is no
single, unified, and open means for government and industry to share
information in a structured and meaningful manner. Now, more than ever,
both government and industry need to improve their data sharing
capabilities so that industry remains competitive and so that
governments can protect truly sensitive goods.

The purpose of the Trade Control Markup Language (TCML) Technical
Committee (TC) is to develop a unified trade control vocabulary that
supports an international collection of business documents (e.g., trade
applications, cases, licenses, delivery verification certificates, etc.)
through the extension and expansion of an existing XML vocabulary. A
goal of our work will be to incorporate the best features of other XML
business vocabularies and provide a clearly articulated interface to
other mutually supporting specifications. In the end, the TCL
specification is intended to become an international standard for
controlled trade activities, and together with other XML specifications,
allow industry, nongovernmental organizations, and governments to
unambiguously identify the essential business and legal documents to be
exchanged in particular business contexts and geographic locales (i.e.,
country).

Furthermore, the TCL will align its vocabulary and structures with the
vocabulary and structures of other OASIS libraries (like Unified
Business Language, Business Transactions, and Customer Information
Quality) and implement a mechanism for the generation of
context-specific schemas for basic business documents and their
components through the application of transformation rules to a common
XML source library.

The specification will be open to everyone without licensing or other
fees.
