Attached is the document that Shane produced as a suggested template based
upon the work that Roger Winters, Catherine Krause and (behind the scenes)
Tom Clark have done. Please remember that this is a discussion document and
that the only issue we are working on is the content template. We are NOT
trying to determine whether the specifics of the content itself are good,
bad or indifferent.
