Question about locktitle

Hi everybody,

Let's say I have a topicref like:

>     <topicref href="topics/introduction.dita" locktitle="yes"/>

which has locktitle specified but does not specify a navtitle on the 
topicref.

The locktitle attribute is described here:

Should a DITA specification compliant processor (DITA OT for example) 
display in this case when publishing the DITA Map to XHTML for example 
an empty title for the reference above or should it display the title 
detected in the referenced topic?
