The DITA TC discussed this issue at our meeting on 11 July.

In general, we have a policy of NOT introducing new attributes that 
contain text strings.

However, for DITA 2.0, users will be able to specialize attributes and 
make them available only where they want them -- as opposed to current 
DITA, which makes a specialized attribute available globally. So, if 
your implementation needs to introduce a new attribute for use in 
relationship tables, you will be able to do so.

I also can confirm that removing the @xtrc and @xtrf elements is on our 
list of proposals to discuss for DITA 2.0.
