Scanning through S1000D structure

The content model of the S1000D procedure has been discussed.
Robin Sloan shared her desktop and went through the documentation
of the content model. Robin will send the files to the group. The
starting point is the document "allelements.html".

The group has consensus that the S1000D content models are too
prescriptive. The prefered approach is to keep the content model
open and provide elements that can be specialized.

Chris asks the group to collect required / important elements.

Chris suggests a vote based on a Excel spreadsheet.
