Groups - v2.2 of the sidsc-component specialization (sidsc_2.2.zip) uploaded

This is to announce that revision 2.2 of the SIDSC component plugin package
is now available for download. This is a maintenance release; only such
changes were made as were needed to bring the DTDs in line with the
spreadsheet used to record the subcommittee's most recent deliberations.
