RE: [dita] Catalog files as part of the submission?

And we just instruct people to use catalog processing (as otherwise their XML parser will fetch the DTD files from oasis-open.org site every time they parse a DITA document)? If we used URNs for resources too, we'd force people to use catalog resolving, so maybe it'd be better to use URLs and make the resources retrievable from that URL. (It wouldn't take long for people to start using local copies when they notice that DTD retrieval is a bottle neck.)
