Groups - design template for DITA 1.1 (design-numXX.zip) uploaded

A draft of the design template for DITA 1.1 has now been posted to the DITA
Specification 1.1 documents area on the TC web site. This is a ZIP file
containing a DITA map and a number of topics. This format enables designers
to provide entire topics that can be incorporated directly into other
materials such as the DITA language guide.
