Issue #19 update: more general task type

If we get to Issue #19 more general task type, please note that there are updates in progress to:
 - incorporate the "-div" elements from the agreement between Paul Prescod and Michael Priestly
 - specify which elements (representing, for example, tables and figures) will be allowed as siblings of <step>
 - propagate impacts up to <topic>
 - check whether locations for <note> are adequate
 - check integration issues, since <ol> and similar elements may need a <stem> (might be a separate issue!)
