to put an <indexterm> in a short description - you can't do that

My staff just told me that they cannot add
an <indexterm> tag to a title. In most indexing best practices, you do
include index tags at the title level to point a reader to an entire topic. Is
there a reason that an <indexterm> tag is not allowed in a topic title?
Can we include it there? Why is <indexterm> not a universal attribute? It
would also be useful to place an index tag at the beginning of a property list
or table.
