request for dates on proposals

It seems there have been several instances where a proposal has 
been updated, but the linking mechanism on the OASIS site or the 
Wiki leads people to an older version. This had lead to confusion 
and delays in the meetings.  I would like to suggest that all 
proposals have a date at the top under the title, and that date 
should be updated when the proposal is updated.  Then the agenda 
can refer to that date as well as the proposal number to make 
sure all participants are on the same page, so to speak.
