Applications typically do not know the languages of strings. Authors know the languages of strings. Thus, the sentence should just be:
 
"Authors should use the xml:lang attribute to indicate the language of all strings in a document."
 
There are a very few situations where "applications" are "authors" (various kinds of DITA generators) and this sentence will cover those situations as well as the more typical one.
