The notices element may contain information about this edition of the book, or other information about the book and its contents. The original <notices> element could only appear once, but some groups (including IBM) use two different types of notices. To get around this, the second tag was added. During bookmap's redesign, the model was expanded so that notices can appear any number of times. With that change, there is really no reason to keep the <specialnotices> element. Instead, anybody can specialize bookmap to create a new type of notices. That is why we allow more than one notices element, after all. Are there any objections to removing the specialnotices tag?
